The Secretary General of NATO, Mark Rutte, says the presence of North Korean troops on the battlefield in Ukraine would mark a “significant escalation” of Russia’s invasion. Rutte was responding to unverified warnings by South Korea of troop movements by the North. It comes months after Moscow and Pyongyang signed a military deal.
